Blueprint for commercial standardization construction formed

The Ministry of Commerce recently issued the Administrative Measures for Standardization in the Field of Commerce (for Trial Implementation) (hereinafter referred to as the Administrative Measures) during the 14th Five-Year Plan Period (hereinafter referred to as the Opinions). Recently, the head of the Department of Market System Development, the Ministry of Commerce made an interpretation of the Administrative Measures.


According to the Administrative Measures, by 2025, a new business standard system that is sound and balanced, reasonably structured, complete and aligned with international standards will be initially formed. Transformations will be basically realized in the three aspects, namely, from the government-led development to the coordinated development between government and market, from quantity-and-scale model to that of quality and efficiency, and from domestic demand driver to the strategy of domestic and international circulations reinforcing each other. 


The Administrative Measures put forward five main tasks: I. We should perfect the standardization management mechanism, revise the Administrative Measures for Standardization in the Field of Commerce (for Trial Implementation) and improve the level of standardization management. II. We should make clear the directory and direction for the formulation and revision of standards of key areas and industries, review and evaluate of old standards, and optimize the standard supply structure. III. We should establish a strict standard review mechanism, step up standardization work training and improve the quality of standard supply. IV. We should pilot the standardization, give play to the leading role of standards, and consolidate the publicity, implementation and application of standards. V. We should encourage market entities to actively participate in the formulation of international standards, explore mutual recognition of standards with major trading partners, and improve the level of opening-up of standardization. 


The Administrative Measures makes specific arrangements and puts forward requirements for the standardization construction in some key areas, such as circulation of agricultural products, circulation of means of production, supply chain logistics, logistics facilities, modern service industry, digitization of commerce circulation, and domestic and foreign trade integration. For example, in terms of digitization of commerce circulation, a unified standard for managing the whole process of big data should be established upon examination, to promote the standardized application of new technologies such as 5G, artificial intelligence, the Internet of Things and blockchain, and to better support the high-quality development of commerce. In terms of domestic and foreign trade integration, the emphasis will be placed on accelerating the development of standards in the field of foreign trade, organizing comprehensive pilot zones for cross-border e-commerce to study the formulation and revisions of standards in the field of cross-border e-commerce, and promoting high-level opening-up. 


The 2021 China International Fair for Trade in Services (hereinafter referred to as "CIFTIS") will be held in Beijing from Sept 2 to Sept 7, with the theme of "Towards Digital Future and Service Driven Development". As a new theme of this CIFTIS, the Section of Supply Chain and Business Services (hereinafter referred to as "Section of Business Services") will make its debut in Exhibition Hall 12 of Shougang Park during the session.


The Section of Business Services is themed "Chain of Everything and Innovative Services", whose exhibition hall covers an area of 4,800 square meters, with special booths accounting for over 90%. The exhibition area is planned in the form of "1+4", where "1" represents the Theme Exhibition Area for Developing Beijing into an International Consumption Center City, and "4" represents the Life Services Supply Chain Exhibition Area, the Manufacturing Supply Chain Exhibition Area, the Integrated Supply Chain Exhibition Area and the Business Services Exhibition Area, respectively.


Among them, the Thematic Exhibition Area for Developing Beijing into an International Consumption Center City is an occasion where an overall promotion of building Beijing into an international consumption center city with global influence will be made via the CIFTIS for the first time after the State Council approved the move of Beijing and other four cities to take the lead in developing international consumption center cities on July 19. The exhibition will focus on showcasing Beijing's achievements in building itself into a city of fashion shopping, a city of global cuisine, and a global tourist destination where traditional culture and modern civilization coexist, a benchmark city of digital consumption and new consumption leading innovative ecology, and a city with global competitiveness that integrates sports, education, healthcare and exhibitions through seeking compliance with international standards, centering on consumption and surrounding the construction of center. 


During the session, first launch and debut events of brands will be organized, 2021 Beijing International Consumption Center City Building Forum and 2021 Supply Chain Business Summit will be held, during which experts from home and abroad will be invited to discuss the latest progress of "Chain of Everything and Innovative Services", to build a sharing platform for exploration and communication for enterprises in the industry, and to help member enterprises to seek common development and create value together.
