Xi'an enacts measures to increase residents' income

Xi'an, capital of Northwest China's Shaanxi province, rolled out 10 measures on Aug 2 to increase the incomes of urban and rural residents in the city.

The city will promote employment and entrepreneurship by accelerating the development of the application and service functions of employment integration information platforms and holding online and offline job fairs.

It will encourage the construction of standardized entrepreneurial centers in county-level industrial gathering areas and speed up the construction of six national innovation and entrepreneurship demonstration bases in the city.

By the end of the year, the number of maker spaces above the municipal-level in the city will reach 290, and more than 1,000 entrepreneurs are expected to return to their hometowns to start businesses.

In addition, more than 140,000 new jobs will be created in urban areas, and efforts will be made to keep the surveyed urban unemployment rate within 5.5 percent.

Within the year, the city plans to issue more than 500 million yuan ($77.36 million) in business secured loans, and increase the maximum amount of private loans for business secured loans to 200,000 yuan.

It will also accelerate the development of e-commerce, and by the end of the year, annual e-commerce transactions are expected to exceed 550 billion yuan in value, while cross-border e-commerce transactions will reach 8 billion yuan in value.

In addition, the city will build an e-commerce comprehensive demonstration county project and five e-commerce service sites in towns and villages, organize e-commerce training activities, and work to increase entrepreneurship and employment among qualified farmers with the help of e-commerce.

Construction on 152,000 mu of high-standard farmland will be launched as well, and the annual grain output is expected to exceed 1.2 million metric tons.

Throughout the year, 10 urban agricultural modern parks, 15 agricultural industrialization complexes, and 80 family farms will be built, driving 480,000 farmer households.
